National Water Supply & Sanitation Program 2026-2030 in Moldova: Equipment Needed for Implementation

The Government of the Republic of Moldova has approved a National Water Supply and Sanitation Program 2026–2030, with an estimated value of approximately 598 million MDL, aimed at expanding access to drinking water and sewerage nationwide — currently only about two-thirds of households are connected to the water network and about one-third to sewerage, with unconnected schools specifically flagged as a priority. The program adds to the framework already established under Law 303/2013 on public water supply and sewerage services. For water/sewer utility operators in the process of expanding their network or modernizing their maintenance fleet, planning equipment procurement ahead of time is essential to keep pace with the program’s implementation.

1. What the National Water Supply & Sanitation Program 2026–2030 Covers

The program targets the expansion of water and sewerage networks in unconnected or partially connected localities, with an explicit focus on educational institutions that still lack access to these services. Implementation follows the framework set out in Law 303/2013 (as updated by LP133/2024) and Law 1402/2002 on public utility services, which governs the quality and continuity of services provided by water/sewer operators.

2. What Network Expansion Means for the Maintenance Fleet

Every new kilometer of sewerage network brought into service typically requires a corresponding maintenance capacity — periodic cleaning, emergency response for blockages, and video inspection of pipe condition. Operators who expand their network without proportionally increasing their maintenance fleet risk accumulating a maintenance backlog from the moment the new infrastructure goes live.

3. Baseline Equipment Specifications for Maintenance Vehicles

Choosing the right vehicle depends primarily on tank capacity and flushing system pressure, matched to the diameter and length of the network served:

Tank Capacity Pump Pressure Recommended Use
3,000–5,000 L 100–150 bar Small networks, courtyards, institutions
8,000–12,000 L 150–180 bar Municipal collectors, medium urban networks
15,000–18,000 L+ 180–220 bar Large-diameter collectors, regional networks
