How to Choose a Fuel Tanker Truck Compliant with ADR Standards and HG no. 589/2017 in Moldova
The road transport of petroleum products and liquid fuels in the Republic of Moldova is subject to strict technical and safety standards. Under Government Decision no. 589/2017 on the transport of dangerous goods and the European ADR Agreement, every fuel tanker truck sold and operated within the country must meet strict type-approval requirements and active/passive safety specifications.
1. ADR Classification and ANTA Type-Approval (FL vs. AT Vehicles)
In accordance with the regulations of the National Road Transport Agency (ANTA), fuel tanker trucks intended for transporting diesel, gasoline, or kerosene are classified into two main categories:
- FL-type vehicles (Flammable Liquids): Vehicles specially built for transporting liquids with a flash point of no more than 60°C, or flammable gases, in fixed or demountable tanks with a capacity exceeding 1,000 liters. 2. Mandatory Safety Equipment on the Tank
A modern fuel tanker truck must be equipped with automatic systems to prevent accidental spills and the buildup of static electricity:
- Pneumatic bottom valves (Bottom Emergency Valves): Safety valves mounted at the base of each compartment that close automatically in the event of an impact, a fire, or activation of the emergency shut-off button.
- Stage II vapor recovery system: Sealed connectors for recirculating hydrocarbon vapors during loading/unloading at the rack, preventing environmental pollution and explosion hazards.

4. Legal Axle Load Limits (ANTA WIM / Road Law No. 509/1995)
Beyond ADR certification, the tank capacity you choose must also match the legal Gross Vehicle Weight (GVW) allowed on public roads in the Republic of Moldova, set out in Annex 3 of Road Law No. 509/1995 and automatically checked at ANTA checkpoints via Weigh-in-Motion (WIM) sensors:
- Rigid 4×2 chassis (5,000 – 10,000 L): legal GVW of 18 tonnes.
- Rigid 6×4 chassis (14,000 – 22,000 L): legal GVW of 25–26 tonnes.
- 3-axle semi-trailer (38,000 – 49,000 L): configurations exceeding standard public-road limits require a Special Transport Authorization (AST), issued under Government Decision No. 326/2022.
