Regulations on Maximum Authorized Mass and Weigh-in-Motion (WIM) Weighing on Moldova’s Roads
A legal-load check for a Moldova journey must use the current table in Annex 3 to Roads Law no. 509/1995 and the actual route—not a generic payload figure from a truck brochure. Where total mass, axle mass or dimensions exceed permitted values, the Special Transport Authorisation framework in HG no. 326/2022 applies.
1. Use the current authorisation framework
HG no. 1073/2007 is repealed. The current HG no. 326/2022 regulation covers public-road carriage exceeding authorised total mass, axle mass and/or maximum dimensions. A vehicle configuration or nominal tank/body volume is not proof of a lawful axle loading.
2. Legal load and weigh-station checks: a route-first process
- Vehicle: obtain the manufacturer’s actual axle-load distribution for the proposed chassis, body and load.
- Load: calculate gross mass and each axle mass after loading; account for density and retained material.
- Route: confirm road category, route restrictions and any local or seasonal conditions before dispatch.
- Over-limit movement: apply for the applicable AST; do not assume the authorisation will be issued or that it covers a different route.
3. What WIM changes operationally
Weigh-in-Motion controls make pre-dispatch evidence more important: keep the route, weight record, cargo documents and any applicable authorisation together. ANTA states that its AST process is digital and refers operators to the notification requirement under HG no. 326/2022; see its official process note.
